Excellency:
I have the honor to acknowledge the
receipt of Your Excellency's note of January 21,
1937, with further reference to the importation
of arms into China via liong Kong. I note that
your Government does not feel that it would be
possible for the Government of llong Kong to adopt
the procedure in respect to shipments from long
Kong to Hacau suggested in Mr, Phillips's note
of July 22nd, 1935. It would appear, however,
that the procedure described in your note would
probably prevent importation into China through
Hong Kong and kacau of any appreciable quantity
of arms, the importation of which was not authorized
by a huchao issued by the Chinese Government.
